Campania Region
The Campania Region’s SIAC (Administrative and Accounting Information System) is a unified SAP ERP platform that streamlines expenditure and accounting management for 17 bodies within the Regional Health Service (SSR), including local health authorities (ASLs) and hospital trusts, with support from So.Re.Sa. and Exprivia.
Needs
The digitization process of Campania’s healthcare can be said to be officially concluded, after a long journey that lasted about 8 years, with the entry into SIAC of the last five out of seventeen entities, from June 2021 to July 2022. Campania has equipped itself with a uniform accounting system for all regional healthcare , creating efficiency of services and fast times.
Operating in a context, such as healthcare, in which it is essential to be timely in the provision of care, while trying to rationalize spending and has made it necessary for the Campania region to introduce a new centralized regional administrative accounting platform. Therefore, So.Re.Sa. S.p.A. has launched a Digital Transformation process with Exprivia, aiming to create a solution that would be able to monitor and control the expenditure of the Campania SSR.
It has been an articulated and rewarding journey, which has involved Exprivia in full synergy with So.Re.Sa. S.p.A., the Regional Health Society. The Campania Region has put in place a series of strategic actions aimed at rationalizing regional health spending, creating a Unitary Management and Accounting Information System both at the regional level, for the part relating to Centralized Health Management, and at the level of the individual SSR companies. Among the relevant results, there is the reduction in the payment times of the supplies of pharmaceutical companies by the health authorities of the SSR, a result that leads Campania to be in first place in Italy, among the virtuous companies having recorded an annual average of only 20 days compared to the national average of 53 days. Exprivia Solution
To support the transformation program requested by the customer, eliminating the fragmentation of software, databases, suppliers and organizational models, Exprivia has created an ERP solution based on the SAP platform, introducing innovative technologies and at the same time avoiding discontinuity with previous ones. For the customer, a progressive extension of the Information System to all the bodies of the Health Service has been conceived, first creating a regional Unified Database (BDU) of the chart of accounts, suppliers and customers, drugs, medical devices and all goods. The digitization intervention involved 10 Hospitals, 7 Local Health Authorities, with the addition of So.Re.Sa. and Centralized Health Management, paying particular attention to the issue of Change Management functional to adequately support the user population in the transition to SIAC.

The digitization of healthcare in the Campania Region passes through Exprivia and SAP.
Results
The results obtained in the Campania region have seen a re-engineering of processes, such as the registration of payments and the issuance of mandates through the Single Payment Centre, the dashboards for direct invoicing and through the Purchasing Centre, the registration of collections and the issuance of reversals, active electronic invoicing, the automatic acquisition of the cash journal, the management of the purchase of assets with printing of inventory labels, etc. with results such as:
- Centralized management of purchases of health goods with a consequent reduction in costs;
- Monitoring and control of spending;
- Development in qualitative terms of accounting flows, transparency and truthfulness of financial statement information;
- Growth, among the operators of the system, of skills and methodologies for the production, collection and analysis of data;
- Single management of administrative, accounting and logistical data of 17 healthcare companies. Thanks to the Web Portal (SAP Fiori), smart usability has been achieved at a regional level for the benefit of over 13,000 users;
- Control of key variables at company and regional level (needs, consumption, debt, financial flows) in support of the SSR Monitoring Directorate of So.Re.Sa. and Centralized Health Management (GSA);
- full interoperability with any external system, i.e. more than 50 third-party systems (health, administrative, ministerial and regional) that interface with the SIAC thanks to an SOA integration in web services logic (such as: Medical Record, Patient Registry, Pharmaceutical Distribution, Oncology Drug Preparation, Therapeutic Plans, Personnel Accounting, CUP Accounting, Settlement File). Also relevant is the integration with the innovative robotic system for storing and dispensing medicines.
- Uniformity of processes, accounting and personal data structures used by the SSR companies, in order to achieve the certifiability of the financial statements.

The intense partnership that the Region has consolidated with Exprivia in recent years has made it possible to actively contribute to the digital transformation process carried out through new information and communication technologies, which are the enabling factor for monitoring the logistical and administrative activities of Local Health Authorities and Hospitals.
